Sealed Bids for the Construction of the Surf City Water Resiliency Projects

Sealed Bids for the construction of the Surf City Water Resiliency Projects will be received by Town of Surf City, at the office of the 214 W. Florence Way Surf City Municipal Complex Hampstead, NC 28443, until 2:00 PM local time on November 4, 2025, at which time the Bids received will be Publicly opened and read.

The Project consists of constructing the following:

• Construction of two well pump houses including pumps and associated equipment, 

• 12” Raw water pipelines and interconnections,

• Distribution pipelines 8” and 12”,

• Some of the above pipelines to be constructed by Jack and Bore, and Horizontal Directional Drilling methods,

• Service connections, fire hydrants, and gate valves, air release valves and other related works. 

• Construction of a 10 feet wide walkway, approximately 3,700 ft long, along North Shore Drive.

Bids will be received for a single prime Contract.  Bids shall be on unit price basis as indicated in the Bid Form.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM and 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon receipt of a non-refundable payment of $150.00 for each set.  Checks for Bidding Documents shall be payable to “Highfill Infrastructure Engineering, P.C.”.  Upon request and receipt of the document payment indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service.  The shipping charge amount will depend on the shipping method selected by the prospective Bidder.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office. There will be no charge for electronic copies. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A pre-bid conference will be held at 2:00 PM local time on October 21, 2025, at the Surf City Municipal Complex 214 W. Florence Way; Hampstead, NC 28443.  Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.

Bidders shall comply with the NC Division of Water Infrastructure’s Minority and Women Business Enterprises (MBE/WBE) requirements, Davis-Bacon Specifications, and American Iron and Steel Provisions, which are all included in the Bidding Documents.
