Deputies Arrest Three Additional Men in Fatal Assault Investigation

Deputies with the Onslow County Sheriff’s Office have arrested three additional suspects related to a fatal assault that took place on December 22nd.

Bobby William Kellum, 21, of 201 Dale Drive, of Jacksonville, is charged with assault, inflicting serious injury and received a $10,000 unsecured bond.

Kelvin Treymaine Anderson, 30, of 1506 Onslow Pines Road in Jacksonville, is charged with felony obstruction of justice, simple assault, and assault, inflicting serious injury and received no bond
Richard Mcarthur Radford III, 27, of 100 Briar Creek Park Lane in Jacksonville, is charged with simple assault and assault, inflicting serious
injury and received a $20,000 unsecured bond.
These charges stem from the continued investigation into the fatal assault of Dylan Reece Blare. Deputies have also identified a second victim connected to the incident. Nicholas Arthur Feliciano, 21, sustained non-life-threatening injuries, received treatment at Onslow Memorial Hospital, and released.
The investigation remains ongoing.

Deputies with the Onslow County Sheriff’s Office are investigating a fatal assault that occurred early Monday morning outside a Jacksonville bar.
At approximately 2:18 a.m. on December 22, 2025, deputies responded to a report of a person in distress outside Anytime Billiards, located at 1167 Old Maplehurst Road. When deputies arrived, they found 37-year-old Dylan Reece Blare unresponsive. Despite life-saving efforts by first responders, he was pronounced dead at the scene.
The investigation determined Blare died from injuries sustained during a physical assault. Authorities confirmed no weapons were involved.
Deputies later identified 40-year-old Chad Michael Titman as a suspect. He was arrested and charged with an open count of murder and is being held without bond. Titman is scheduled to make his first court appearance on Tuesday, December 23, 2025.
Officials say the incident was isolated, and there is no ongoing threat to the public. The investigation remains active, and additional charges may be possible.
