Deputies Arrest Two Following Child Drug Exposure

The Onslow County Sheriff’s Office Special Victims Unit has arrested two individuals following an investigation into methamphetamine exposure involving two juvenile children.
On April 13, 2026, detectives initiated an investigation after receiving referrals from Onslow County Social Services concerning two juvenile victims reportedly exposed to methamphetamine.
During the investigation, detectives determined the juveniles were residing in an environment contaminated with methamphetamine residue with their parents. The investigation was reviewed with the Onslow County District Attorney’s Office, and the following individuals were charged.
On May 19, 2026, Hayley Nicole Germain, 28, of Jacksonville, was arrested and charged with:
• Two counts of Felony Exposing a Child to a Controlled Substance
With assistance from the Pender County Sheriff's Office, Germain was arrested and transported to the Onslow County Detention Center and received no bond.
On May 20, 2026, Larry Lee Joiner, 39, of Jacksonville, who was already being held in the Onslow County Detention Center on unrelated charges, was additionally charged with:
• Two counts of Felony Exposing a Child to a Controlled Substance
Joiner also received no bond.
Both individuals received first appearance dates in Onslow County District Court and remain in the Onslow County Detention Center.
